Hello, an oft referenced, but not clearly resolved moment in early S2, is in Ep 9: the mysterious, vaguely threatening phone call with the creepy sound design   ((*sorry if this conclusion has already been put forward, but i couldnt seem to locate the threads containing this topic for reference)    I now believe after rewatching, that it was Leland/Bob on the phone:   In that episode Leland vows to notify the sheriff that he knows the man in the picture (Bob), but does not actually do this until episode 10....So, perhaps he initially attempted to inform the sheriff by telephone, but as he does, Bob intervenes and takes over the conversation, preventing Leland from telling at this time, hence the mildly threatening implications and creepy sounds (we can guess that if Bob suddenly took over the conversation he would start spouting violent non sequiters)

 

Maybe?

it's strange, but I never ever thought it was someone else other than Leland.  When it aired I took it as part of his storyline in that episode, that he knew something but couldn't quite remember what it was or how to communicate it.  it wasn't until years later with the internet that I saw so many people question this as a mystery.  Not that I'm right, I just never saw it that way, and it's hard for me to reopen it as another mystery.
