I believe so. I recall we had a discussion about this here a few years ago and while someone argued that Leo didn't really change and that he has always been an asshole and always will be, I must say that I still believe that he really changed his thoughts and his ways. One of the themes of Twin Peaks was that every single human being has the ability to be both good and bad. The kindest persons can do heinous crimes and the most horrible criminals can be better persons. Shelly said that Leo used to be nice but after they got married he started to abuse her. While Leo really might've been someone who knowlingly uses the bond of marriage selfishly to his own good I think he really did feel love for Shelly at some point. He had a bad temper and his possible oversexuality combined with drug use and the stress that comes from having to worry about money and cops and possible backstabbers in the drug business took its toll and he didn't know any better way to deal with those feelings. I mean, we all know how it's easy to get irritated and angry from the smallest things. I know that when I'm writing some long text and someone interrupts me I become somewhat irritated and I even might raise my voice a bit. And I don't really get angry almost ever. It's just in those occasions when I go even near to losing my temper (and even then I don't lose it but I certainly feel that feeling being out there). So, thinking about Leo who already has some issues with his temper and he has far bigger things at stake than just a long text to be written, I think that boiling irritation and anger sooner or later explodes. What Leo needed for him to understand things from another perspective was that he had to become somewhat retarded and he had to feel the feeling of being abused by someone. For the first time in his life he felt powerless and he felt what it feels like to be abused by someone like him. And someone even worse than him. Leo was someone who didn't have a problem to kill someone but it was mostly all about a crime of passion. Windom, on the other hand, was capable of killing basically anyone just for the heck of it. Now, some could say that he only felt that it was only his priviledge to punish his own wife but then again he was somewhat retarded at that point and when he said "love...shelly" I think he really meant it. I think at that condition he wouldn't say things like that without any meaning to it. (I hope all this don't feel too incoherent. It's about 3:05 am right now and I'm pretty tired :) )
