Hi at first, my english isn't excellen (sorry) I found this article about twin peaks,and i need some explenations http://www.ew.com/ew/article/0,,313562,00.html Is this "this year" article? is it story about of continuation of twin peaks (new episodes)?

No, this was written during the hiatus in season 2 when the network was working to cancel the show. The "second chance" mentioned in the article was the showing of the remaining episodes in season 2 (the ones after Josie's death). The date at the bottom of the article is March 1991.
