It is my belief, that the electrician might be an allusion to the one that appeared in episode 2.07, who worked on the smoke detectors before BOB/Leland arrived in the next episode.

I definitely think this scene suggests a hierachy of some sort. The whole derelict room setup is reminiscent of some twisted crackhouse, with MFAP and bob as the "dealers" - the "customers" eyes are all on them, except for the jumping man, who presumably has already had his hit (the overturned bucket or pot next to him) whilst the others wait - they have a quietly hungry look about them. I think the metaphor holds up nicely. The drug is obviously garmonbozia. I like the idea of these spirits being slaves to some kind of psychic chemical they can only secrete through elaborate murders, which would explain their apparent derangement and MFAP's anger over the loss of his share. Of course, it could just be a form of sustenance, but there's a very fine line between drugs and food in cases like this anyway - if your only form of nutrition had to be extracted in such a manner you'd end up acting like a drug addict anyway (...I imagine.)
