Good question. Perhaps the people in the Roadhouse were turning a blind eye to what was happening. Perhaps people vaguely knew what was happening but they did nothing.
3. Where were her parents the night that she goes to the Road House, dressing with clotes that student in Twin Peaks doesn't wear?
They were out dancing. Not sure where exactly. The Great Northern? Maybe they drove off to another town nearby?
4. How Bobby did't understand that Laura meets Leo and Jaque and what is the connection with them forth, the cocaine and the 10 thousand dollars in Laura's depossite box?
Bobby knew that Laura was associating with Leo and Jacques, but he just let it happen. Bobby and Laura had quite an open relationship. In fact, it was Bobby who introduced Laura to Leo in the first place, and then Leo introduced her to Jacques.
