I think it may have been either james or bobby. Cant say for sure but i think it was 1 of the 2.

I don´t think we´re supposed to figure out who called Lucy. I think this scene was made just in order to add some mystery to the town of Twin Peaks, the people, their true faces and identities, blah blah blaaaah all that TP jazz. That´s all Ditte

Who called Lucy? It is a mystery. But it is a great little scene in itself. Here is a thought: The scene right after the "Lucy phone call" scene is of Audrey Horne interrupting Emory Battis' sex fetish ritual, messing with him. We see Emory Battis with painted toenails and a prostitute vacuum cleaning and some other bizarre stuff. Could it be Emory Battis who called the police station as some kinda foreplay to this sex ritual. That he gets stimulated by this sorta thing, calling the police? And changing the subject a little bit - what is this stuff Emory Battis is doing in this scene? I've always assumed it is a sexual act, a fetish of some kind. Does anyone know what kinda fetish this is?

A fetish bizarre thing obviously... A man who gets excited being upside down, with his eyes folded, toes painted, the sound of a vacuum cleaner and whatever nasty thing Frosty the little snowman was going to do with that ice... Far beyond our abilty to comprehend... It's interesting that Battis has all those civic achievement diplomas in his office and that he was present in the town meeting, a crowd Coop described as "leaders of this community".

I always presumed it was Windom Earle as we had just learnt about his escape from the mental hospital. It made sense to me, Lucy didnt recognise the voice, and to be fair Lucy was a stickler for detail, she would have recognised Bobby, Josie, Leland or Mikes voice surely? To me it was the first clue that Windom Earle was on Coops case and was about to become a real part of the story. No-one else had reason to call Cooper and withhold their name did they? Other than perhaps BOB. I dont think of BOB as a phonecall making guy though somehow.

Maybe it was Gerrard that didn't know what name he had to use in that moment, because he was possessed by Mike who needed to talk to Sheriff Truman about some mysterious stuff...

On this thread, there have been at least 10 different possible characters suggested so far! We may never know for sure. But I think the caller was up to no good, and made some effort to disguise his/her voice, with the (successful) result that Lucy did not recognise the caller.
