Does this decrepit being appear anywhere else in the film?

Wow... I did notice this, but I forgot... I should go back and look at it. I'll bet anything it's a reference to the dwarf *spoiler* at the end of Don't Look Now (probably the inspiration for the MFAP)... and the Queen of Hearts costume is a reference to Manchurian Candidate.

The worst version must be the one I heard when I was an exchange student in south England. They called me "DEETTA" with hard T´s. That was awful and yet still funny.
